I'm keen to do some 3D scanning for a car modification project and a kinect and reconstructme sound like they will do the job. But I'm not a gamer, and will need to get my hands on a kinect just for 3d scanning.

As far as I can understand, there is the old version of the kinect which comes in 2 flavours, one bundled with the XBOX360 and one specifically marketed fro Windows users. I think you can use both of them? Am I right there?
Then there is the new version for the XBOX One. It seems to use different technology and has been released for the XBOX. The windows one seems to be in prerelease or something. Is it posible to use the kinect that comes with the XBOX one?

For 3D Scanning, I wouldn't suggest the Kinect, actually. The Primesense short range is far better for your use case. Check out this video here from Bernhard:
